First off I have a heat pump. But yet it seems as if the blower never goes off, instead the house will heat up and when the thermostat senses the temp it will kick the heat off but yet the blower continues to run. When it does it starts to blow cold air in. Is this an indication of an improperly working thermostat?

So in other words it's possible that the thermostat is doing it's job by kicking the heat on and off and that the blower just continues to run?
Now that you mention it I think the blower has kicked off a few times when the house got extremely warmed up...

Dawg;Hopefully you have furnace with this heat pump.. ... The thermostat is like a SWITCH. When the temperature in the house drops below the therm's set-point, it starts the burner . When the thermostat has reached the set-point it shuts off the burner, but the fan will cotinue to run until all the heat is out. (usually this temperature is approx 85-90 . Obviously, if the fan runs longer it will blow cold air. A fan (blower )in a heat mode will blow as long as there is heat within the unit. The burner is ACTIVATED by the thermostat ("switch")

Dawg said he has a heat pump. If that's the case, he would not have a furnace also. (unless he lives at the arctic pole).
Thermostats generally do have a fan control wire on them. In fact most stats have a "fan" switch. So it could be miswired at the stat.
Also there is usually a fan relay somewhere in the mix. Either at the heat pump or at the blower (air handler). The relay could be stuck closed.
