Radiator won't heat up!

Can someone please explain to me how to drain/fix a steam radiator that won't heat up but has a air vent like in the picture attached? I searched the web and didn't found an answer for that that specific vent/velve

just get a new angle steam air vent, does not have to be that kind. Take steam pressure off and change it. Paul
