Dishwasher

I have a GE Evolution dishwasher and it cleans everything standing upright but cups and mugs which are upside down do not get washed. Have cleaned out filter and washed machine with vinegar. Can anyone help please?

Is spinner arm blocked?

When you load the dishwasher, is something blocking the the spinner arm from spinning or any water dispenser tube which comes up from the bottom
