16 unit apartment complex, 2 units burned and the building has sat empty for 5 years. They gutted the 2 that burned and started to remodel the 2 and was shut down, no permit. Since then someone broke in and seen the copper water and drain lines and stole it and the other 14 tore the drywall out to get to the copper. Here is My problem, The project manager thinks we just need to put it back yhe way it was, but it wont pass current codes and I cant get it thru his thick skull that since the existing drain lines arent there the new ones need to meet current codes since they are being replaced. any opinions

agreed. even if the building is existing, it represents a new dwelling subject to codes applicable to this day and age, not something that was in place five or ten years ago. plumbing needs upgrading, electrical will scare you as the branch breakers all need to be afci type breakers and gfci outlets at sink location and at grade level.
