the bathtub drain plug is stuck in the overflow drain pipe. at least the plug is not covering drain so water can still drain. how do we dislodge it from pipe, it seems like its welded in there.

How did that happen? How could the drain plug get in the overflow? Wasn't the overflow trim cover on? And how does your tub stopper assembly (if you have one, instead of just a rubber plug) work, or *DO* you just have a rubber plug?
Ohhhhh......Or, are you saying the plug actually went down the drain and is below the overflow and perhaps down in the trap area under the tub? If *THAT* is the case...well then you will have to remove the trap under the tub and go from there. If you have an old drum trap instead, then this may or may not be more problematic due to two things: accessibility and a rusted on cover.

actually the stopper from the assembly was stuck inside the overflow pipe in the up position. we hardly used tub since we use the shower. the water drains so we did not move the assembly at all. Now that we want to we can't. the stopper is welded on to pipe.

That is a very common problem in tubs where the stopper is not used often. Soap scum and hair coat the underside of the stopper and prevent it from dropping correctly when the level it moved. If you have the chrome plated brass or brass waste and overflow it is most likely corroded in place and you may never be able to free it up. If you have the PVC or ABS type you may have some success by putting some liquid drain cleaner in the overflow and let is soak the stopper to loosen it.
If you have a service access either through an adjacent wall or up from below the simplest solution would be to replace the waste & overflow kit. A new PVC waste & overflow can be purchased for about $10.
