Rubber stuff

Hello all,
This is my very first post, & my first house. I'm not sure that I am posting this in the right place, moderators, please move, but I don't know what you call it, but I noticed some of the white rubber stuff coming off my bathroom shower faucet and handles. How do I fix it and what do I need to fix it?

From your description I'm not too sure what you are talking about...

Is it the Caulk that was put around them?

I stayed at a Holiday Inn Express last night.
Now I can Plumb!
