Cold water does not flow from the 3rd floor bathroom vanity tap for a long time unless the toilet is flushed, what could be the problem?

As in no water comes out at all or, the water that comes out is not cold?I stayed at a Holiday Inn Express last night.
Now I can Plumb!

No cold water
Hi Redwood thanks for your reply, the cold tap has to be running for at least 5 minutes both on the third floor and the kitchen (on main floor) and the second floor bathroom. The house is about 8 -9 years old and the water pressure is good. Upon someone's advise, a couple of years ago I changed the second floor shower valve assembly, the problem then disappeared but slowly returned.Comment

It could very well be the hot / cold cross connection reoccurring there or, somewhere else.
Mixet valves and single handle Moen are likely suspects.I stayed at a Holiday Inn Express last night.
