I installed drywall and the joints were not properly sanded, and then painted the room, but now I want to fix it, how can I do it?

Block sand the high spots. You could also use a paint scraper. I'd scrape as much as I could to get slightly below the wall surfces on either side. Then do the joint right with the tape and joint compound. Get one of those 'Handy-How-To' books from one of the box stores on the method of joint filling. You'll need three sizes of spatulas. You'll be pleased with the outcome.
