I installed drywall and the joints were not properly sanded, and then painted the room, but now I want to fix it, how can I do it?

Unfortunately, apply a wider run of Spackle over the area, sand lightly. Block or pole type sanders take some of the guesswork out of the equation.
Flat paint goes a long way to hide imperfections.
