    painting over oil base paint

    I am paint the trim in Dorm Rooms at a Childrens Camp. The rooms are not heated in the winter. It looks like the trim was painted with an oil base paint and then later with a latex paint. The second coat is now peeling........What will I have to do to repaint with latex paint ?

    Remove the peeling paint first so you have a solid surface. Get a good carbide bladed scraper, it's alot of work but the only way you'll get new paint to adhere well. Then prime the boards using a good primer like Zinsser Cover Stain. Then you can cover the primer with a latex.
