Question on sealing basement walls

So I'm in the process of a basement renovation... Before I start building the walls I wanted to seal the concrete.

We haven't had any moisture problems while living here but I figure it's not a bad idea to have the extra protection since now is the time to do it.

My plan was to use UGL Drylok (Latex based). I know it's important to remove the efflorescene beforehand. I applied the UGL etcher today but it didn't seem to do anything in the section I tried.

I thought we DID have an effloresence problem b/c there is a think layer of "white/pebble" like substance on all of the walls. In some areas you can chip this away, although it's ALOT of work.

I'm now thinking that this layer is simply part of the concrete wall itself, and that I can leave it.

Has anyone seen such a layer, with "smooth" concrete beneath it? Any advice on if I can just proceed with applying the Drylok?

dry-loc or thoroseal will do.

The white/pebble like substance you have on the wall could well be a layer or two of drylok.
Make sure you remove any and all loose and or flaky material on the existing wall, then apply your new coat/s of drylok.
