What Wall Height Is Needed Around Stairs?

I have about 6 steps against the outside of my house that go to the lower level. I am replacing an old iron railing and need to know how high the new railing or wall should be built. I'm not talking about a handrail but a wall to keep someone from falling into the stairwell. I'm thinking it should be somewhere between 24" and 36" high. Thanks.

There is nothing specific to your situation however the following would apply.
R312.1 A 36" guard is required for any surface 30" or higher.

Yours fits into this as standing on the ground your steps would go down further than 30" so a similar situation as deck, porch etc... codes.
Little about a lot and a lot about a little.
