Im about to close on a newly built house and it rained today and i noticed this leak from the garage side door. Should i be concerned?

Yes you should be concerned, any water entering like that will lead to problems, especially with untreated wood making contact with the concrete and now visibly wet, this will rot if it continues to happen. Standard building practices and code dictates that any wood making contact with concrete or brickwork must be ACQ/ACC treated.
Where did the water come from that came in the door, is there a downspout nearby or is it groundwater heading that way in heavy rain?, either way you will need to redirect this water away from the building.
