Hanging On Stucco

How can I safely attach hose hangers, decorations, etc. on the side of my stucco house?. Items weighting 3 - 25 pounds..

Drill a hole with a masonary bit and use either toggles (if you cannot locate a stud) or nylon alligator plugs with screws (they open up like an aligators mouth and have vaious names).
