Pipe coming off retaining wall

Hello,

I have a retaining wall in my hilly San Francisco backyard. There's a (decorative?) pipe that runs along the edge and it's becoming detached from the wall itself. Check out the photo.

Is this something I can fix? If so, how? If not, whom do I hire?

go to a big box store and get a tube of concrete adhesive. clean off the place the tube goes and stick it back with the adhesive.
