You're not trying to remove all the gloss, just scuff it up enough to give the new paint something to grip onto. Use a fine-grit sandpaper (around 120-180 grit) and sand lightly by hand or with a pole sander. After sanding, wipe down the walls with a tack cloth to remove all dust.
Next, apply a bonding primer. This is a key step when going from glossy to matte. A good bonding primer will stick to the old glossy surface and provide a great base for your new matte paint. Allow the primer to dry completely according to the manufacturer's instructions. When it comes to choosing your matte paint, opt for a high-quality product.
