I imagine the handpiece is the high speed turbo. It uses water as a lubricant and air pressure to power the turbine. If you can find the model number, go into dental appliances and try to find the exploded view. Then, maintenance should be a breeze. From what I remember, the tools [bits] press into the turbine wheel and lock in place. New bits are pressed against the old bits and push out of the wheel. Bearings would be water lubricated. Exit water helps cool the bit and flushes out the abraded tooth material.
