it runs and it heats up and truns fine but it dose not blow air out the vent and the cloth are not dry the elemnt dose heat up the vent is clear

Is the vent is clear all the way from the dryer to the outdoors or just from the dryer to the wall??

The only things that should prevent the dryer from blowing is a problem with the venting or vent cover on the outside of the house or a problem with the blower fan, maybe loose on the motor shaft or broken. When it fails it make A LOT of noise which would usually be noticed while in use.
