I have noticed that several of my 115 v outlets located on outside walls have cold outside air coming in through them when the furnace is running.. I have inspected them and there is insulation all around them..what is the best way to seal the outlet itself?

How Tight Is The House?
An inuslated piece under the covers will help if its an old house. If its a new and highly insulated one you might just have to install an outside air intake for your furnace so it can breathe correctly.
