I am going to take a slightly different approach. Local code allows for up to four separate main breakers in a single panel. I am going to change the guts of the main panel to allow another main to serve the 70 amp sub-panel. That way I will bypass the sub-panel serving the AC completely. I have contacted a local electrician who will do the work for me.

OK, good for you! Licensed guy is the way to go. By the NEC a main's disconnecting means cannot have more than 6 motions of the hand. You'll have four that's ok.
