I need to install base molding (4") on new construction. Can I use mitre cuts on inside and outside corners? I read about cope joints but it may exceed my skills.

You can use miters on the inside, but you won't be happy with them in the long run, once the wood dries it'll shrink a bit and you'll have an open joint showing. It's really not hard to do, you'll need a miter saw and a coping saw. These links will show you all the details of how to cope a corner joint. Just cut a 45 degree angle and then back cut it off, the links will explain, good luck.
