on the unit with 2 wires. can you tell me what that jump pack is called? he said it is like a pace maker.. the unit is a 4 ton unit and 23 years old. I believe its a Rudd. what is a normal price to replace just the outside unit?

NO! there is no energy stored in it.
It uses a capacitor to offset one phase to start the motor to spin.
