the outside unit keeps shuting off pressing the reset button starts
it most of the time but goes off in about 20 minutes or so sometimes
when reseting the fan doesn't come on the compressor does come on.
not sure if its the fan or capacitor also when compressor does come
on without fan the blades of fan do not turn by hand freely but with no power to unit they do spin freely.

When you cant spin the fan to get it started Id say motor not just the capacitor on the fan . You can be going off on high head cause the fan dont run. Dont run it till you get the fan going there. Can let the inside fan run
