Monitor 422 low burn lights not showing

I have just serviced a 422 which burns fine through all it's stages. The only issue is that it starts up by showing 4 (med/low) burn lights which progresses to all burn lights on full burn. Even on shutdown it will never show 2 burn light bars. It's either 4 or 8 even though it will actually burn on "low". What's up?
It may have been this way before service, I hadn't noticed.

I would check the indicator panel wire connectors at the main board.

I have done that and all seemed quite secure as far as being snapped in.
