Toe touch drain in shower..

When taking a shower, the toe touch drain is up (open)..but the water doesn't drain..UNTIL you push the drain down to close it and then reopen it (up position)..after that all works fine until next shower.. have replaced rubber sealer..no luck... have used a drain cleaning liquid in case drain was clogged..no luck.. if the touch valve is closed to take a bath, when opened..tub drains normal..just causes problems when first taking a shower... ideas?

Those toe touch pop ups work similar to the clicker system on ballpoint pens but they get plugged up with soap scum and stuff, they need to be dismantled and cleaned out for the clicker system to pop up and down completely.
