What is the best method to level a shower stall being installed on a concrete basement floor? I have seen a mortar bed and foam discussed. My stall has a ~1" lip on the front that will make the rear be that much lower. Can I saw cut the concrete to slide this lip into or would it be better to level with one of the ways mentioned above?

It is seldom advisable to cut concrete to fit in a shower stall or shower base, especially in a basement situation.
Use mortar to build up the lower end it is always advisable to use a mortar base under all shower stalls and shower stall bases.
Do not use foam, it will compress over time and allow the shower base to settle lower.Little about a lot and a lot about a little.
Every day is a learning day.

Even in houses I have had people tell me about the bottom of tubs/showers with the floors cracked so I always set any tub or shower in a wet mortar under the base makeing sure the tub is level and leave it for 24 hours to set up this gives a solid foundation under the fiberglass so no flexing can cause cracks in it over time.
