Is it possible or worth it to repair a gas water heater after it is soaked from a flooded basement? It is a 40 gallon gas water heater.

Almost all manufacturers of gas water heaters that I know of state that when a water heater has been flooded that it should be replaced and not repaired, This is in agreement with the GAMA (Gas Appliance Manufacturer’s Association) guidelines.
Locate manuals and documentation to troubleshoot, install or safely control American water heaters for all commercial and residential models.
So for your safety the water heater should be replaced.I stayed at a Holiday Inn Express last night.
Now I can Plumb!
