I have a Frost Free faucet on the side of my house.. Problem is I can't fully shut it off and constantly drips.. I know that if I remove the stem, there is a washer on the end of it that can be replaced, but that is the problem... I am unable to get the fitting that holds the fitting that holds the shaft as pointed to in the photo loose.. I am reluctant to put to much pressure on it for fear the whole faucet will spin and then develop leaks where it attaches to house water piping.. and if that happens, it is extremely difficult to get at the back end of the frost free faucet assembly.. Any suggestions

Could you use some WD40 or something to help ease the fitting? -
There should be screw slots on the flange so that you can use screws to fasten the unit to the house to prevent it from turning. Or, use large pliers or a pipe wrench to hold the body while you turn the nut. https://www.youtube.com/watch?v=txJiZYraM40Comment
