Hollow sound means drywall over wood or metal studs, very normal for US apartments, nothing wrong with it. For anything heavier than a picture frame, you want to hit a stud if you can (tap along the wall, studs sound solid instead of hollow, usually spaced every 16 inches) and screw straight into that. If a stud isn't in the right spot for your shelf, use proper drywall anchors rated for the weight — toggle bolts for heavier shelves, not just the plastic screw-in kind, those pull out under real weight. Skip picture-hanging nails entirely for a shelf, they're not rated for it and it will come down eventually.
