    Is there a type of wallpaper desined to be painted over? Maybe if there isnt there should be. For instance a brown paper or white that could be used as a cover of old paper then just painted over, instead or removing years of old paper

    There is such a paper! It is textured usually white . Most wallpaper stores sell it . Itmay cost a little more.

      If you do not want texture, ask for wall liner - also known as blank stock.
      For best results hang horizontally.

      I would recommend an oil base primer before painting.
      You do not want the water in a water-based topcoat reactivating the wall covering adhesive.

      There is also a line of fiberglass wall coverings available that are textured, breathable and paintable.

      That said, it is usually best to remove the paper

        I agree, it is best to remove the paper. What if you try to get the paper down and you take sheetrock with it, that is what happened to me last week. So I bought some border to border adhesive started puting the new wallpaper on top. it is beautiful , sometimes you just have to cover the walls up with something you can paint, because yousure cant paint torn up walls!!!!

          yeah thanks for the information. It is just that our house is so old (circa 1790) that we are trying to get threw some pretty old paper and are scaring the plaster. Maybe im gonna try to skim coat it
