So myhouse was built in 1956. I guess they did stuff differently way back before electricity. I just tore out the drywall and old heavy insulation from the ceiling inthe garage which is also the floor of the upstairs room. The joist are 14 1/2" on center. Insulation I think is 16" wide. will it matter if I bunch up the extra 1.5 " in the joist. .

NO it will make little difference bunching it up. That's not such an uncommon issue, I find it a lot especially in late 1800 - early 1900's homes where the joists are 12" on center then it's a better option to cut the rolls bit at 14 1/2" centers your good to go.Little about a lot and a lot about a little.
