    Foundation Refaceing

The bottom exterior at the back of my house is crumbling away.I wanted to resurface crumbled areas.every time I try to spread cement w/spackler it falls off. What`s correct way to do this.
Once it`s complete I`m going to paint w/dryloc paint to seal it in.also it wont look patchy.Any other suggestions would be appreciated.

There is no real easy fix for this as it shows the base concrete mix was a faulty mix. Too much lime or too much concrete is migrating to the surface, gets dried and flakes off. You could try a concrete bonding agent. This is basically a latex glue that brushes on the concrete to provide some "tooth" to whatever is going on over it.
