mold in ac handler?

hi there. Does this look concerning to any of you professionals or typical of Texas? It was taken care of once a few months ago and now it's back. opinion on the cause and is it dangerous?

only way for sure is to scrape off a sample and have it analysed. the rust can be dealt with by spraying on a liquid cold galvanizing product.
the LPS company used to make a spray on cold galvanize. Rust o leum may have a similar product.
