Replacing with higher seer pump

Hi, I am an avid DIY'er. The compressor on my older (10 years) York split unit burnt out. The Model # is E1RA030S06D. Rather than replace the compressor I am considering replacing the entire outside unit. There is a great deal on a Goodman Air Conditioner GSC130301. My understanding is that while both units are 2.5 ton, the seer rating on the Goodman is 13 versus the 10 on the York. There are conflicting reports on replacing with a higher seer rating on the pump with the biggest being loss of efficiency.

Question 1: Am i correct in replacing the entire unit versus just the compressor? The price difference is about $200.
