What do I have to do to get my toilet to stop filling up way too full. It drains out of the handle due to being so full. Have new Fluidmaster 400 installed, and very very low water pressure. Have tried several turns on the float, and same thing. Way way too full. Have started shuting the water off after each flush, when it reaches the right point. Could sure use some advise!

You have a couple problems that are very easy to fix.
First off, you stated that the water is leaking out the hole for the flush handle. That means the standpipe is too high. If you will look on the inside of the tank you will see a manufacturers "Water Level" index either printed or embossed into the tank wall. It is usually about the center of the tank on the back wall. The top of the standpipe should be cut off about 1" higher than the water level index, just be sure it is higher than the index mark but slightly lower than the bottom of the flush handle hole so that if the fill valve does malfunction the water will go down the standpipe before leaking out the flush handle hole.
If you will look under the control head of the Fluidmaster fill valve you will see an index line marked "Critical Level". The plumbing code requires that the valve height must be adjusted to insure the critical level is a minimum of 1" above the top of the standpipe. This is to create a 1" air gap between the maximum water level in the tank and the inlet port of the valve to insure there can be no cross contamination of the potable water supply from toilet tank water. The height of the valve can be adjusted by rotating the lower tube section of the fill valve. (See the fluidmaster instruction sheet).
Once the fill valve has been properly adjusted for height mount the valve and install the locknut under the tank. Connect the trap primer line from the fill valve to the top of the standpipe, then turn the water supply on and watch the fill action. If the tank is filling above the tank "water level" index flush the tank then pinch the float control clip and slide the float downward a bit, then turn the water on and allow the tank to fill again. Repeat the float adjustment if necessary until the water stops at the water level index.
