I replaced the wire going to the fifth cell on the right (the white wire) last year and it's melted again.

check the wire gauge size imprinted on the wire insulation. get some of the exact size replacement and spade terminals of tinned copper or steel. if I were you I'd change out the sequencer too. the white indicates heat on the terminal. if the contacts inside arc, it causes a high resistance and increased current at that point.
