Outside unit fan wont work randomly, help

Hello, my carrier outside unit fan works perfect most days, but then they are times that the fan doesnt kick on, but the compressor does and some times the fan doesnt kick on at first but 15-20 secs later the fan comes on.Ive replaced the contactor switch and the dual run capacitor and that didnt fix the problem. The fan motor turns easily as well. Any suggestions on what it may be ? Thanks for you time.

the fan doesn't necessarily HAVE to come on whenever the compressor does. the fan operates off a temperature device so there is always a short time delay before it kicks on.

there are rare times that the fan wont come on period, i turn the termostat off, wait 20 minutes and try again and it will usually work normally again.
